The Cantell and Gladys Merrell Education Scholarship Foundation is the charitable arm of IBPOEW, Inc. Cantell Lodge #1417 and Gladys Merrell Temple #1049 in Alliance, Ohio. The Foundation's Education Scholarship Fund awards the Art & Dr. Gloria Malone Memorial Scholarship and the Homer Lockett Remembrance Scholarship, both established in June 2023.
The Memorial award is named in honor of Art Malone who was an U.S. Army veteran and head of the business department & coordinator of the Cooperative Office Education program at Alliance High School and his wife, Dr. Gloria Malone who was one of the first African American teachers to be hired in Stark County and the first African American faculty member at Mount Union College.
The Homer Lockett Remembrance Scholarship is named in the honor of Homer Lockett, who retired as an Alliance High School mathematics educator and was a U.S. Army veteran.

Our Mission

The Cantell & Gladys Merrell Scholarship Foundation is a non-profit charitable organization dedicated to providing financial scholarships to Alliance-area graduating high school seniors. We hope to inspire our students to pursue lifelong knowledge. Hence, we seek to empower our students by providing financial support to help them continue their academic or technical education and training.

The Art & Dr. Gloria Malone and Homer Lockett Scholarships along with the I.B.P.O. Elks of the World oratorical contest are designed to recognize and nurture talent, whether in technical fields or academia. These scholarships as well as the oratorical contest emphasize creativity, dedication, and excellence. Are you thinking about applying? The Art and Dr. Gloria Malone Memorial Scholarship is a one-time $1500 scholarship awarded to one male and one female high school graduating senior in the Alliance-area.
The scholarship is available to seniors residing in or graduating from Alliance, Marlinton, Sebring, and West Branch School Districts. The applicant must plan to attend an accredited college, university, or training school upon graduation.
To apply for this award, please submit a completed and signed application and required documents to your school guidance counselor (see Application linked above).
In order to be considered, all of the requested materials must be received by March 1st.

The Homer Lockett Remembrance Scholarship is a one-time $500 merit-based scholarship awarded to African American Alliance-area graduating senior students who in their pursuit of higher education have demonstrated excellence in academics or extracurriculars.
The scholarship is available to seniors residing in or graduating from Alliance, Marlinton, Sebring, and West Branch School Districts. The applicant must plan to attend an accredited college, university, or training school upon graduation.
To apply for this award, please submit a completed and signed application and required documents to your school guidance counselor (see Application linked above).

Annually, the I.B.P.O.E.W. Grand Education Department awards $10,000 in scholarship money to the winner of its International Oratorical Contest. There are eight regions who participate in the Oratorical Contest. Each region has a contestant participate at the local/state/regional/national levels. The winning contestant at the local level will move on to the state level. The winning contestant at the State level will receive a $1,500 scholarship and move onto the Regional level. The winning contestant will receive a $1,000 scholarship at the Regional level and move onto the National level. The winning contestant at the National level will receive a $7,500 scholarship for a total of $10,000. Click here to view stories and reports of past Contest winners.
